AI Regulation Training Compute Thresholds: Features and Functions in AI Regulation August 2024 Lennart Heim, Leonie Koessler Regulators in the US and EU are using thresholds based on training compute-

The US and EU use training compute thresholds, the number of computational operations used in training, to identify general-purpose AI models that may pose risks of large-scale societal harm. The authors argue that training compute is currently the most suitable metric for this initial filter, since it correlates with capabilities and risks, is quantifiable, and can be verified externally. They caution that it is an imperfect proxy for risk and should not be used alone to determine mitigation measures.

Technical AI Governance Infrastructure for AI Agents January 2025 Research Paper Alan Chan, Kevin Wei, Sihao Huang, Nitarshan Rajkumar, Elija Perrier, Seth Lazar, Gillian K. Hadfield, Markus Anderljun

As AI agents increasingly plan and carry out tasks in open-ended environments, the authors argue that existing tools are insufficient to manage their risks. They propose 'agent infrastructure,' meaning technical systems and shared protocols external to agents that mediate their interactions and impacts. The authors identify three functions: attributing actions to specific agents or users, shaping agents' interactions, and detecting and remedying harmful actions.

AI systems could cause immense harm but also greatly improve human welfare, so the regulatory challenge is to enable innovation while avoiding risks. The paper argues that regulatory supervision, where officials have information-gathering powers and significant discretion, should be used only where no other approach can achieve the regulatory objective. It concludes that supervision is warranted for frontier AI developers such as OpenAI, Anthropic, Google DeepMind and Meta, because no other form of regulation can achieve good AI policy.

Technical AI Governance Inference Scaling and AI Governance October 2025 Technical Report Toby Ord The shift from scaling up the compute used to pre-train AI systems (pre-training compute) to scaling

The shift from scaling pre-training compute to scaling inference compute may have profound effects on AI governance. The effects depend on whether inference compute is mainly used to improve performance during external deployment or as part of a more complex training program within the lab. Rapid scaling of inference at deployment would lower the importance of open-weight models and reduce the need for power-intensive data centers.

There is deep uncertainty about how large AI's workforce effects will be, how quickly they will emerge, and which groups they will affect most. Some economists expect only modest near-term employment effects, while several leading AI developers and other economists warn of large-scale labor market impacts within one to five years. The paper proposes options for the U.S. Department of Labor's forthcoming AI Workforce Research Hub to collect data and enable frequent analyses so policymakers can respond in time.

Strengthening our defenses against distillation attacks

Anthropic says new methods have reduced the data harvested by distillation attacks by around 90 to 99%, according to early evidence. These covert, industrial-scale campaigns copy one model's capabilities into another without authorization, often through networks of fraudulent accounts, and Anthropic is concerned they can yield models released without proportionally robust safeguards. The post cites Zhipu distilling the cyber capabilities of leading US models during development of GLM-5.3, which the US CAISSI has assessed as the most cyber-capable open-weights model released to date.

Is your AI creating value or just activity?

KPMG's Global AI Pulse research finds that 76% of leaders say AI is already delivering tangible business value, while boards and investors are pressing harder for measurable ROI. The article argues that the bottleneck is now operational and economic accountability rather than adoption. Top performers with established ROI are more than three times as likely to have clearly defined ownership for AI results, and organizations with clear rules for human overrides and full visibility into model running costs are five times more likely to report established ROI.
