This GovAI report examines whether the EU's upcoming AI regulation will spread globally, producing a so-called 'Brussels Effect'. The authors tentatively conclude that both de facto effects, through product changes outside the EU, and de jure effects, through influence on other jurisdictions' rules, are likely for parts of the regime. They note that the regulation may be the first and most influential operationalization of trustworthy, human-centered AI, so its design matters globally.
