Existing strategies that focus on controlling what advanced AI is developed and how it spreads become less feasible as the number of developers grows. The paper urges a complementary approach of increasing societal adaptation, which reduces the expected negative impacts at a given level of AI diffusion. It proposes a framework for interventions that avoid, defend against and remedy harmful AI uses, along with a three-step cycle and recommendations for governments, industry and third parties.
