How are countries evaluating AI models?
This background guide was prepared for the Forum for Cooperation on AI (FCAI) dialogue held on September 15, 2026. Participants agreed that independent third-party evaluation is necessary but disagreed on what to measure, who should conduct evaluations, and what should follow from the results.
