This report examines trade-offs in designing international governance for civilian AI and details one approach. It proposes extending standards, licensing, and liability regimes globally, with an International AI Organization certifying state jurisdictions for compliance. Under this approach, states would restrict imports of goods whose supply chains embody AI from non-certified jurisdictions and coordinate export controls on AI inputs such as specialized hardware.
