To address safety and security risks from highly capable AI models, the authors propose that the U.S. government require compute providers to implement Know-Your-Customer (KYC) schemes. Compute is emerging as a point for oversight, and KYC could give the public greater visibility into frontier AI development while closing loopholes in export controls. The scheme would not address all AI risks but would complement existing proposals.
