Pre-clearance

The MHRA has statutory powers to require companies to submit advertising material for pre-publication vetting, has committed as a matter of policy to vet initial advertising for all new active substances, and applies vetting for a period that is normally one to three months and normally no longer than six months.

Other circumstances listed are reclassification (e.g. POM to P) and previous breaches. The Blue Guide states the MHRA is not able to provide a routine vetting service on request. Separate industry pre-vetting exists under PAGB and PMCPA codes and under Clearcast/Radiocentre for broadcast. MHRA's operational guidance (Vetting Guidance, updated June 2023, https://assets.publishing.service.gov.uk/media/64871ce35f7bb700127fa878/Vetting_Guidance_Updated_June_2023.pdf) requires a minimum of three weeks' notice for the initial submission and one item at a time.
