No person may label, package, treat, process, sell or advertise a drug in a manner that is false, misleading or deceptive as to its character, value, quantity, composition, merit or safety.

Section 9(1) is the general prohibition; section 9(2) deems non-compliance with labelling/packaging regulations to be a contravention of 9(1). Consistency with the Terms of Market Authorization is enforced in practice through the PAAB Code (self-regulation), not through s.9 wording itself.
