Inside OpenAI’s Shift to AI Agents

According to a new working paper, Codex use at OpenAI grew from under 10% of workers' AI output in August 2025 to 99.8% by June 2026. The shift went well beyond engineers, with legal and recruiting teams going from near-zero use to nearly 90% of their AI output in about five months, helped by a company-wide push that included training and regular feedback. The work was led by David Holtz, an assistant professor at Columbia Business School currently serving as Head of AGIO Economic Research at OpenAI, who notes that adoption outside OpenAI is lower and more uneven, and that the biggest payoffs will come to companies that redesign workflows, roles, and review processes rather than just add agents to existing ones.
