Treasury's Proposed Outbound Investment Rule Adds Biotech and AI Prohibitions

The U.S. Department of the Treasury issued a Notice of Proposed Rulemaking on October 22, 2026. It would implement the Comprehensive Outbound Investment National Security (COINS) Act and expand current Outbound Investment Security Program restrictions.
