56% of Sovereign AI Models Rely on Overseas Foundations, Raising Questions About Autonomy

A survey found that 56% of sovereign AI models, which countries are developing to protect their own data, language, culture and security, are adapted from foreign open-source models. Counterpoint Research published the report in September 2026, covering its index of sovereign AI and large language models for the first half of 2026. It analyzed more than 170 models from over 55 countries excluding the US and China, and found that 44% were built from scratch on domestic data.
